RICHMOND, VA—James F. Price, 61, of Midlothian, Va., was arrested today following his indictment on four counts of mail fraud, in violation of 18 U.S.C. § 1341.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia; Michael F.A. Morehart, Special Agent in Charge of the Federal Bureau of Investigation’s Richmond Field Office; and Keith A. Fixel, Inspector in Charge of the U.S. Postal Inspection Service’s Charlotte Division, made the announcement after Price’s initial appearance before United States Magistrate Judge Dennis W. Dohnal.

According to court documents and court proceedings today, Price ran a business called Madison Precious Metals, which collected funds from investors, falsely claiming that it would use the funds to purchase precious metals. Price then converted those funds to his own use. The indictment alleges that Price obtained just over $6.1 million dollars as a result of the scheme.

The investigation was conducted by the Federal Bureau of Investigation, the United States Postal Inspection Service, and the Commodity Futures Trading Commission. Assistant United States Attorney Michael C. Moore is prosecuting the case on behalf of the United States.

Criminal complaints are only charges and not evidence of guilt. A defendant is presumed to be innocent until and unless proven guilty.

The investigation has been coordinated by the Virginia Financial and Securities Fraud Task Force, an unprecedented partnership between criminal investigators and civil regulators to investigate and prosecute complex financial fraud cases in the nation and in Virginia. The task force is an investigative arm of the President’s Financial Fraud Enforcement Task Force, an interagency national task force.

President Obama established the Financial Fraud Enforcement Task Force to wage an aggressive, coordinated, and proactive effort to investigate and prosecute financial crimes. The task force includes representatives from a broad range of federal agencies, regulatory authorities, inspectors general, and state and local law enforcement who, working together, bring to bear a powerful array of criminal and civil enforcement resources. The task force is working to improve efforts across the federal executive branch, and with state and local partners, to investigate and prosecute significant financial crimes, ensure just and effective punishment for those who perpetrate financial crimes, combat discrimination in the lending and financial markets, and recover proceeds for victims of financial crimes.

Christopher Ian Wright, 29, of Chesterfield, Virginia, pled guilty today in U.S. District Court to one count of production of child pornography. Neil H. MacBride, United States Attorney for the Eastern District of Virginia, and Michael Morehart, Special Agent in Charge of the Federal Bureau of Investigation, Richmond Field Office, made the announcement after the plea was accepted by United States District Judge John A. Gibney, Jr.

Wright was indicted on September 6, 2011, by a federal grand jury. Sentencing has been scheduled for April 12, 2012. He faces a mandatory minimum sentence of 15 years’ imprisonment and a maximum penalty of 30-years’ imprisonment, and will be required to register as a sex offender in any U.S. jurisdiction in which he lives, works, or attends school.

According to court documents and information provided in open court at the plea hearing, an undercover FBI agent detected Wright trading child pornography images over a peer-to-peer network. Agents subsequently obtained and executed a search warrant at Wright’s residence, where they seized several computers and computer media. A forensic examination revealed that Wright had chatted with and distributed child pornography to minor boys over a webcam and had recorded the sessions as the minors engaged in sexual acts on camera. Thousands of additional movies and images of child pornography, including sadomasochistic conduct and bestiality, were also recovered from his computer. Analysts recovered further evidence from Wright’s digital camera that shows close-up images of what appear to be a minor boy’s buttocks.

This case was investigated by agents of the Federal Bureau of Investigation. Gene Fishel, a Special Assistant United States Attorney and Senior Assistant Attorney General with the Virginia Attorney General’s Office, prosecuted the case on behalf of the United States.

A graduate of St. Augustine’s College in Raleigh, N.C., and Union Theological Seminary, Richmond, Va., Jones-Turner has dedicated her life to the prevention of domestic and sexual violence.

She helped write domestic-violence curriculum for Virginia Commonwealth University and the Virginia Department of Social Services; helped Virginians Against Domestic Violence create the Women of Color Caucus; participated in Chesterfield County’s fatality review team; is helping to develop a response to the needs of Latino women; and founded LifeLines Ministries Inc., which offers support services to survivors of violence.

Jones has worked for Chesterfield County for 18 years as the Virginia Initiative for Employment program work experience coordinator at the Chesterfield-Colonial Heights Department of Social Services and the domestic violence coordinator for Chesterfield County Community Corrections Services. She worked seven years as the domestic violence curriculum specialist for the Virginia Institute of Social Services training activities at the Virginia Commonwealth University School of Social Work.

“Victims of sexual and domestic violence in Virginia had few options 30 years ago, but that has changed thanks to the honorees and countless others whose efforts have empowered and improved the lives of survivors,” said Kristi VanAudenhove, co-director of the alliance.
